NVIDIA, NAVER and Brookfield plan to expand South Korea's sovereign AI factory buildout at NAVER's GAK Sejong data center in Sejong, South Korea, growing the site from 55 megawatts to 200 megawatts, with a 2028 completion target, according to NVIDIA. The expansion more than triples the 55-megawatt buildout the companies disclosed last month, and NAVER intends to keep scaling the site toward 1 gigawatt of NVIDIA AI infrastructure over the longer term.
The money moves in two separate tracks, per NVIDIA. NVIDIA plans to invest $1 billion directly in NAVER Corp, an investment subject to customary closing conditions and to NAVER separately finalizing at least $9 billion in committed financing for the AI factory project itself. That project financing is where Brookfield comes in: it has signed a nonbinding term sheet to fund up to $9 billion, with NAVER funding whatever remains. NVIDIA said its own $1 billion investment is separate from that $9 billion project-financing threshold, and none of the three arrangements is a closed, binding deal yet.
The expanded facility is expected to run on NVIDIA's DSX platform, including the Vera Rubin and Blackwell GPU platforms, and will provide compute for AI companies in both Korea and the US. NVIDIA's DSX MaxLPS software is designed to maximize token throughput per megawatt, while DSX OS handles lifecycle management and multi-tenant operation across the site, per NVIDIA.
The buildout builds on a June announcement in which NAVER committed to extending GAK Sejong with NVIDIA DSX, part of a longer path toward gigawatt-scale sovereign AI infrastructure for Korea's enterprises, industries and government. NVIDIA founder and CEO Jensen Huang said the three companies are building sovereign AI infrastructure "at the scale needed to fuel Korea's startups and industries." Brookfield's global head of AI infrastructure, Sikander Rashid, said the partnership combines Brookfield's infrastructure investment capabilities with NAVER's data center operating expertise and NVIDIA's computing platform.
Brookfield manages about $100 billion of assets across the AI infrastructure value chain, including data centers, compute, chipmaking and power generation, and has operated in Korea since 2014, where it now manages roughly $12 billion across infrastructure, real estate and energy. NAVER, Korea's largest internet company, recorded 2025 sales of about $8.18 billion, or 12.04 trillion South Korean won. NVIDIA said the expansion was announced during Korea President Jae Myung Lee's AI Summit visit to San Francisco.
